WhatsApp Business API pricing in India: what changed in 2026
Meta now charges for WhatsApp service messages beyond 1,000 a month and needs INR billing by 31 December 2026. How to keep WhatsApp automation efficient.
If you use the WhatsApp Business Platform (the API) in India for order updates, support or lead follow-up, your costs changed on 1 October 2026. Meta resumed charging for service messages, the free-form replies you send inside the 24-hour customer service window, after the first 1,000 a month per business phone number. Utility template messages sent inside that window, free since July 2025, are also charged again. And eligible Indian businesses must move their messaging accounts to INR billing by 31 December 2026, or message delivery stops on 1 January 2027.
None of this makes WhatsApp automation a bad idea. It does mean it is worth checking how your flows are built, because a chatty bot can now cost more than a well-designed one. Here is what changed and how to design automations that stay efficient.
How WhatsApp API pricing works now
Since 1 July 2025 Meta has charged per delivered message rather than per conversation. Rates depend on the message category and the recipient's country code. Messages from customers to you are not charged. At the time of writing (November 2026), Meta's developer documentation describes these categories:
| Category | Used for | Charged? |
|---|---|---|
| Marketing | Offers, launches, reminders to buy | Yes, per message |
| Utility | Order confirmations, shipping updates, appointment reminders | Yes, including inside the service window since 1 October 2026; volume tiers can lower the rate |
| Authentication | One-time passwords and login codes | Yes, with volume tiers |
| Service | Free-form replies within 24 hours of the customer's last message, from a person or a third-party bot | First 1,000 per phone number per month free, then charged |
| Meta Business Agent | Replies generated by Meta's own AI agent | Per token: Meta lists USD 2.00 per million tokens, roughly 4 to 5 US cents per message |
Meta does not publish Indian rates in its main documentation page; they are in its downloadable INR rate card. Check the current figures there rather than relying on numbers quoted in blog posts, including this one.
Three dates Indian businesses should note
- 1 January 2026: India marketing message rates increased, and INR billing launched for eligible Indian customers.
- 1 October 2026: service messages beyond the free tier, and utility messages inside the service window, became chargeable.
- 31 December 2026: eligible customers must have migrated all messaging accounts in their business portfolio to INR. From 1 January 2027 Meta says it will stop delivering messages from non-INR accounts of eligible customers. If you use a Business Solution Provider (BSP), ask them now whether your account is affected and who is handling the switch.
Where AI fits, and where it doesn't
Since 15 January 2026, WhatsApp's business terms have barred general-purpose AI assistants from using the Business Platform, which is why consumer chatbots such as ChatGPT and Microsoft Copilot left WhatsApp. This does not affect businesses using AI to handle their own customer conversations. A bot that answers questions about your products, books appointments or qualifies leads is still a normal business use.
You now have two broad options for AI on WhatsApp:
- 1 Your own AI, through a BSP or custom integration. Messages are billed as service messages, and you also pay your AI model provider. You control the prompts, the knowledge base and the handover to staff, and you can connect it to your CRM, order system or helpdesk.
- 2 Meta Business Agent. Launched globally in June 2026, it answers questions, recommends products from your catalogue and books appointments, billed per token. It is quicker to start with, with less control over the underlying logic and integrations.
For many businesses the right answer is a mix: structured flows for predictable tasks, AI for open questions, and a fast route to a person.
Designing automations that stay efficient
Because every service message beyond the free tier now has a cost, message count matters. These design choices often reduce it without hurting the customer experience:
- Answer in one message, not four. Bots that send a greeting, then a menu, then a follow-up question generate three charged messages before helping. Combine them.
- Use interactive lists and buttons. A single message with buttons for "Track order", "Returns" and "Talk to us" replaces several back-and-forth turns.
- Keep the AI focused. Give it your catalogue, policies and FAQs, and instruct it to answer briefly and stop. Open-ended small talk costs money and adds little.
- Hand over early. If the AI cannot resolve something in two or three turns, route it to a person with the conversation summary attached.
- Choose the right template category. Meta reviews templates and can recategorise them. A shipping update that includes a discount code may be treated as marketing, so keep transactional and promotional messages separate.
- Use click-to-WhatsApp ads deliberately. Conversations started from these ads open a free entry point window of up to 7 days in which most messages are free. Plan your follow-up flow to work within it.
Fewer, more useful messages are now the cheapest automation as well as the best one.
Consent and data protection
WhatsApp requires an opt-in before you message customers, and you should record where and when each one was collected. Business-initiated messages need approved templates. If you pass WhatsApp conversations to an AI model, treat it like any other processing of personal data: use business terms with your AI vendor, mask details the model doesn't need, and set a retention period for transcripts. Our guide to using AI tools under India's DPDP Rules covers this in more detail.
A quick audit for your WhatsApp setup
- 1 Confirm a valid payment method is on file and whether you need to migrate to INR billing.
- 2 Export last month's message counts by category from WhatsApp Manager or your BSP.
- 3 Find the flows that send the most service messages per conversation.
- 4 Review template categories, especially utility templates with promotional content.
- 5 Decide where AI genuinely resolves queries and where a menu or a person is better.
Frequently asked questions
Are customer service replies on WhatsApp still free?
Partly. Each business phone number gets 1,000 free service messages per month. From the 1,001st, they are charged per message. The free tier resets monthly and does not roll over.
Can we still use an AI chatbot on WhatsApp?
Yes, for your own business use, such as support, sales and bookings. The January 2026 restriction targets general-purpose AI assistants offered as a product on WhatsApp, not businesses using AI to talk to their own customers.
Does the WhatsApp Business app have the same charges?
No. These per-message charges apply to the WhatsApp Business Platform (API). The free WhatsApp Business app has its own features and limits.
